COMMONWEALTH NORTH STUDY GROUP
UNIVERSITY OF ALASKA Its roles and responsibilities
Discussion Notes from meetings of
August 21 and August 28, 2002
Findings
- Each campus needs centers of excellence, or programs of distinction
- To attract resources
- Reflect needs of the community and region
- To develop our economy/communities
- Optimize use of U of A resources
- U of A is deficient in a service function to Alaska -- i.e. moving the economy and general population forward
- Alaska lacks the private investment needed to grow the economy and improve the quality of life. The university needs to contribute to this role.
- Currently, does U of A value teaching as highly as research? We need facts.
- U of A is not contributing sufficiently as a catalyst for dialogue on Alaska issues
- Much discussion about the balance between research and teaching:
- Definition -- many forms of research
- Sponsored vs. unsponsored (paid vs. not paid)
- Cutting edge
- Basic contribution to a discipline
- What should the balance point be?
- Should the balance point be adjusted?
- Not either/or
- Question of emphasis
- Start with teaching
- UAA has incentivized strong teaching
- In general, the university culture emphasizes research
- Accountability aspect of research -- peer review assures relevancy
- Does lack of research create a glass ceiling?
- Does all faculty need some research to stay fresh?
- Most higher education teachers have not had training in teaching (the art of pedagogy)
- Outcomes based measurement
- Progress at UAA -- still needs work
- Research still a key factor in promotion
- Teachers evaluation and promotion should mirror the balance of priorities that have been assigned to that teacher
- Basic/remedial teachers need less research
- Question: would an emphasis on teaching cause U of A to "lost the game"
- Signs of increased cooperation and synergies in research. How much more can be done?
- Synergy needs consistency -- i.e. transferable credits between campuses
- Types of service -- need engagement at mission level
- To the university
- Own professional discipline
- Community/public
- U of A is an experiment in a new American university
Recommendations
- Emphasis on teaching?
- Research should be more focused on Alaska
- U of A needs to communicate more with the state to reconnect with its research, teaching and service missions.
- Develop key indicators in teaching, research and service
- Leading vs. key indicators
- Increased flexibility to support lifelong learning
- Be a catalyst for change in Alaska
- Should there be increased synergy between campuses?
- Possible research/teaching balance adjustments
- Liberal arts/vocational balance recommendations
- Goal: reverse the brain drain
- Goal: partnerships with business -- e.g. hospitals and nursing
- Should UAA ramp up research?
