perceptions, substance abuse, suicides, teen pregnancies,
domestic violence, sexual assault.

Quality, delivery and control of local services

How to bring government closer to the people for better
decision making and greater sense of participation. Areas to
include:

A.Delivery of Education.

K-12 and post-secondary

B.Delivery of Health Services.Health delivery

C.Delivery of public safety services. Delivery of justice
and public safety services

D.Local Governance/Sovereignty.Issues relative to
authority and role of villages/tribal entities.

Economic survival and development

Jobs and economic development needed, composition of the
economy, ''who has what,'' impacts of current and potential
development policies, current and needed infrastructure.
