How can the best interests of the people of Alaska be realized in the commercialization of the North Slope natural gas resources?
Considerations
The development of Alaska North Slope natural gas commercialization must maximize benefits to the State of Alaska by accomplishing:
- Access to natural gas for in-state use
- Job opportunities for Alaskans both during and post-construction
- Optimal revenues to the State of Alaska
Scope of the study
- Assess how benefits to the State are affected by the proposed gas commercialization alternatives
- Identify influences that are likely to impact the decision of which alternative will prevail. These would include but not be limited to: project economics, market forces, environmental concerns, politics, industry competition, and public opinion.
Implementation
- Actively educate our members and the Alaska public about these issues by emphasizing in-depth programs and briefings, engaging policymakers, the media and other outside influences.
- Contribute to the policymaking process by participation in state and federal, executive and legislative efforts relative to commercialization of North Slope natural gas.
Background
For over twenty years Alaska has seen the potential for development of its natural gas holdings. However, markets, pricing and economics have not been adequate to justify major development initiatives.
Recently, there have been three changes in the situation: the collaboration of the major oil and gas producers on the North Slope, the development of new technologies to create greater efficiencies, and the marketability of the resource.
The implementation of this potential from concept to construction can have significant impact on its value to Alaskans. The goal of this study is to engage both policymakers and other influences in a process that assures that Alaskas interests are developed and protected.
Nature of report to be issued (Technical, Analytical, or Opinion)
This report will analyze the issues, identify a process for addressing issues, and find guiding principles for the benefit of the State.
Parts of the report may be technical, analytical or opinion depending on the subject discussed. Ultimately, the report will express an opinion on priorities for the State to follow.
Conflict of interest standards
It is intended that persons with interests in the outcome of the study will be members of the study group and will participate in its deliberations. Study group leaders should request that study group members identify their interests relative to specific points they advocate. The study group will endeavor to seek information and viewpoints from all major proponents of Alaska gas commercialization projects.
Measure of success
This study group will be successful:
- If the benefit assessment allows Commonwealth North to take a position as to which proposed commercialization alternative is on balance in the best interest of the people of Alaska.
- If we educate Commonwealth North members and the public regarding how the benefits to the State are affected by each proposed gas commercialization alternative and as to what influences are likely to impact the decision.
