On Thursday, August 6th, CWN will begin “phase two” of the report on state fiscal policy that we published in earlier this year. The State’s Operating Budget: Critical Crossroads, Choices, and Opportunities has been well received by policy makers and is already having an impact. We want to capitalize on our momentum and examine other aspects of the state’s fiscal challenges.

For background information, we recommend Professor Gunnar Knapp’s excellent presentation to the Governor’s fiscal summit in Fairbanks. He summarized the state’s current fiscal challenges and gave an overview of potential revenue options. Gunnar Knapp is a Commonwealth North member and the director of UAA’s Institute of Social and Economic Research.

The report, based on a nine-month study, contains suggestions on management and governance of the Fund. It reviews and critiques past efforts to achieve a statewide consensus for use of non-dividend Fund income. It recommends a statewide dialogue on the fiscal future of the state, since this future must be agreed upon by the Administration, Legislature, and Public.
With Commonwealth North’s long commitment to a sound state fiscal policy and the state faced with a daunting gap between revenue and spending, CWN’s Fiscal Policy Study Group was charged with an examination of the State’s operating budget to identify recommendations to help reduce state spending.
